The States of Guernsey are looking for an Independent Reviewing Officer to join their team at Children and Family Community Services.
The Independent Reviewing Officer (IRO) will chair statutory reviews to best practice standards in accordance with the Children (Bailiwick of Guernsey) Law 2008.
As a member of the Safeguarding Unit the IRO will mutually support the role of the Children Safeguarding Manager by chairing child protection conferences as necessary, when requested by the Service Manager for Safeguarding & Quality Assurance.
The post holder will ensure that Child Protection and Child in Care (CIC) plans clearly identify the outcomes sought and actions being taken to achieve them, to ensure the best outcomes and highest standards are achieved for those Children and Young People subject to protection plans and in care.
They will act on views of children and young people and demonstrate that children's rights and the child's voice are heard and reflected in all work with children and young people. The Independent Reviewing Officer will provide expert consultancy and advice in the areas of child protection and children looked after reviews and promote effective multi agency working and promotion of corporate parenting.
They will be required to have difficult conversations, deliver honest, objective, and evidence based evaluations of service provision, confidentiality and respectfully challenge practitioners, managers, and senior leaders with the aim of giving an accurate account of performance and service delivery with the overall goal of continual service improvement to deliver the best outcomes to children and young people.

Should the successful applicant not meet the requirements sufficiently he/she may be appointed at a lower grade than stated. The successful applicant would then have the opportunity to progress to the grade advertised once the necessary skills and knowledge have been developed and they have demonstrated the ability to undertake the duties at the higher level.
