Technical Specialist – Technology Supervision Unit, Guernsey

Our client is seeking Technical Specialists to join the newly established Technology Supervision Unit (TSU) within the Banking and Insurance Division. The TSU plays a critical role in supporting the supervisory and policy Divisions by providing technical expertise and guidance on the evolving use of technology within the financial services sector. As technology in the industry continues to advance, including the integration of AI tools, blockchain, compliance screening systems, cybersecurity, and traditional data management systems, the TSU will be central in ensuring that these innovations align with regulatory requirements and best practices. The successful candidates will work closely with colleagues in the supervisory divisions, conducting both on-site and off-site reviews as part of risk assessments and thematic work. They will also be responsible for providing technical support and advice to the teams on emerging technological trends and supervising the use of technology by firms. The successful candidate will have: • Extensive experience in supervising or assessing the use of technology within financial services, particularly in areas like AI, blockchain, cybersecurity, and data management. • Strong experience in leading on-site visits, coordinating reviews, and providing feedback to licensees. • Expertise in developing and presenting cases to risk governance panels and senior management. • Ability to conduct thorough analyses of technological systems and their compliance with regulatory frameworks. • Proven experience in the development of supervisory policies, particularly related to technology use in the industry. • Strong communication skills to prepare reports, briefings, and presentations for colleagues and senior management. • The ability to identify emerging trends and collaborate with senior leadership to adjust supervisory frameworks accordingly.
